As Director of Research & Social Impact at The PLUM Catalyst, Dr. Whitmore leads national studies, evaluations, and knowledge-building initiatives that shape how mobility solutions are planned, delivered, and scaled. She collaborates with public agencies, private partners, and community organizations to turn insight into action supporting more informed decisions, better outcomes, and stronger alignment between technology and the communities it serves.Best,
